fix(ble_ota): 修复OTA中止时状态机卡死问题

- 在ESP32 OTA失败收尾时，添加对协调器状态机的重置调用，
  防止m_sysState卡在ESP32_FINALIZING状态导致下次OTA被假拒绝

- 在ble_esp32_ota_abort函数中增加状态检查逻辑，
  确保在ESP32_RECEIVING或ESP32_FINALIZING状态下
  先通知协调器释放系统状态，再执行核心中止操作
